weird law?

Can anyone explain why liquor and wine stores in NY aren't allowed to sell wine gift bags? I figured it was just some stores that didn't but today I was informed that they're not allowed to sell them. I'm missing the idea/purpose behind this.

I'm pretty sure that any drinking-related paraphernalia (glasses, gift bags, etc.) can not be sold in liquor stores at all in new york (minus a few weird exceptions). I heard that it was something about the liquor stores stealing business away from other stores or some such thing. idk, except that it is crazy and annoying.
