It's a little funny, that the reason why she's out and about is the same as Xemnas's. Not that she knows that.
By the time Xion realizes he's there, it's too late to turn around and go the other way. It's all she can do to not freeze and stare. She ducks further into the hood of her jacket and soldiers forward, hoping he won't say anything.

He wondered if Vexen had made this one dense on purpose, or if it was Sora bleeding through. The Keyblade Master was not nearly as smart as others in the past had been.

But in order to get back, she had to make her into Center Square. Keeping the books she borrowed close to her chest, Namine did catch sight of a black cloak and white hair out of the corner of her eye, but the appearance did not register until she turned her head fully. ...Xemnas.
And all she could do was stop and stare, muscles tightening instinctively. Her thoughts and the biological heart that rammed in her chest screamed to ditch the books and run, but her whole body couldn't move.

Inclining his head, he watched her. She was of no consequence - from here, she could not realign the pieces of Sora's heart, nor could she tamper with the puppet or XIII. Without the base, her power was useless.

Namine didn't have time for this, nor did she want the time to have staring contests with the mayor. Her body was coming back into her control again, slightly exhausted from the little adrenaline rush, and her feet began to move into a very slow walk.
But she's not keeping her eyes off of you Xemnas. Not until she's in the hotel and far from your gaze.

It would be foolish to think that they would be able to hold a conversation like the one he had held with Xion earlier, but. Trial and Error.
