Because 1 Shekel is 0.5 Shnekel.

Since the site shows the "Shnekel Rate", the rate between Shnekel to Shekel is 0.5. (You need 0.5 Shnekel in order to buy 1 Shekel)

I have a friend at work, who's collecting shnekels. He has a rather large collection, and cares about them deeply. He also travels around the world.

So, thanks to this particular site, he can easily know how many shnekels can he get back in Israel for the coins he found in the train to his way to Ethiopia. :)
