What I understand so far is that Victor perceived Rex's injuries as somehow making him sub-human, and Amanda then took it upon herself to burn his face to prove a point? There was some kind of death trap involved too.
Is that right? And what's happened since then between them? Is that something I need to address?

Do you think he didn't get an apology because Victor's initial apology didn't seem sincere, so there was no need to return the favour? Or is it something more than that?
Does he still harass Rex on the subject? Would you prefer it if I told him not to talk to Rex, or to try and resolve things with him instead? I'd much prefer if they were resolved, but I don't want to cause your inmate any further trouble either. Either way, I'll have to talk to him, I'm just trying to work out where everything stands, if you don't mind.
