It is essentially what the USA does. US manufacturing is kept affordable thanks to prison inmates - and, given the racial make-up, you'd be forgiven for calling it slave labour.
Oh sure -- and I don't especially like the US prison system as it is -- but that's not what concerns me there. What concerns me is that they're suggesting outsourcing back-office work for banks to convicts. Educated ones, too, which means they're more likely to be in for white-collar crimes like embezzlement.
