Just a couple of things, referring to section L.
First, do you mean emigrate?
Second, are you sure it's wise to harvest criminal DNA? 25% of the prison population atm are men with Personality Disorders, compared to 4% in the general population. Unless gene therapy has evolved to the point where these (recessive) genes can be identified and removed, it would be better to ensure that the gene line cannot continue. Although women can have PD's, it is far more prevalent in males, although females are often carriers.

Their DNA would be used for members of the Servitor class, who would be grown in Uterine Replicators with brain implants to control behavior and extensively genetically and cybernetically modified. Regular DNA harvesting is done to maintain wide spectrum of genetic material and prevent gene degradation due to constant cloning.
