Actually, since they aren't/weren't able to 'tag' us all th way they wnted with national ID system, the national phone system might be a step easier. The new phones all have that locator chip in it, my head hurts seriously bad today so pardon me if I'm not so tech-savvy, the GPS one that alledgly assists 911 responders tell where you are calling from and help emergency folks locate you in case of snatch and grabs. It also works now even when the phones are turned off - something not a lot of people are aware of, which is why even when phones are thought to be dead there is still an emergency residual amount of power tht can be tapped if you know how to access it - it is there for the GPS and can be tracked for up to 72 hours after the phone "dies".
I don't think it's the original purpose (defending the content industries' moribund business models is--you know Hollywood even better than I do, and SOPA looks like a studio executive's wet dream), but the Internet freedom people are certainly right that it could be (and probably is) being hijacked and supported for the purpose outlined above. Coffee Party USA is already very concerned about this issue. Also, it's guaranteed to piss off Anonymous no end.
