I was so tense the whole episode. . .and when someone answered a call mid-episode (thus requiring us to pause it), I though I was going to go insane. It was a fantastic episode, wasn't it? "Don't make me kiss you, Boss." ;P
I think they thought they were withholding information - as if they already had the letter, but that's just my take on it. I don't know for sure.
I thought they had covered the spikes with the fish goo on purpous. I mean, why cover them in fish goo if not to kill someone on that way? This episode sure leave open questions, but I guess the authors thought "Gibbs doesn't want to know, so the audience doesn't want to know either." They always let something be open in the end, but I have the feeling that in the last season(s) they do that a lot more.
