Yes, 17 moments of spring was quite a riot when it came out and has given birth to over 9000 Stierlitz jokes. It's based on a book by Yulian Semyonov with the same title and is not so much about Gestapo vs. SD as it is about Operation Sunrise. Historically, it's complete bullshit, but it was revolutionary for its time because it portrayed the Nazis as intelligent, capable enemies and human beings that were not necessarily evil and sometimes even charming (Gestapo-Müller as portrayed by L.Bronevoy is almost as popular a figure as Stierlitz).

I don't think it might be called a DDR film. There're a couple DDR actors in it but the director, the bulk of the cast and the production are Soviet. It's my all-time favourite movie and my favourite Himmler movie performance as well.
