Actually, I was going to suggest a cookie sheet, something with short sides, sprinkle a layer of salt on the bottom and have him practice writing in the salt with his finger, or the eraser end of a pencil. When he's filled up all the space, give it a gentle shake and the salt will smooth back over and give him a new, clean writing surface. He can practice as long as he wants, but not use up a ton of paper!
I'm not originally brilliant, I just read a ton of books on fun things to do with little kids when my kids were little, and I parrot them back when the situation arises!
