I really enjoyed the episode. On some level I knew that he would be returned to the widow. When a K-9 officer (the dog) is either retired or injured they stay with the family of the partner.

I thought Gibbs was going to give the widow bad news (not just that she lost her husband). I cried when he handed her the box.

At first when I saw the dog on the ground I got angry and then realized nah MH/Gibbs wouldn't let that happen but realized that when he brought the team with the dog---okay maybe I am rambling.
