Ah, "Die Geschichte vom Daumenlutscher"? If memory serves, the culprit was not indeed the boy's mother, but a wayfaring tailor.

Such cautionary tales were crafted with the intention to deter children from destructive behavior; however, these are not exclusively Germanic in origin.
