Yes, but is the universe trying to suggest that the upcoming emergency involves ending up with your street 100 feet underwater, or that the proper plan for handling an emergency would be to flee to Mexico?

Yeah, usually omens are only clear in retrospect. It keeps the audience interested until the end.
