I think they're open access to certain accounts and archives ('see, you have access to money and can read anything we say about you, and can read [half] our histories, there's a girl') but in return they get to know exactly where the princess is at all times and are free to assign an escort as they deem necessary. Whereas the twins are just going to prowl, because they are guests of the court and have no restrictions on their movements (so you could kick them out of certain rooms, but then they'd know that there was something you didn't want them to know about in there....).
