Lol, no. maki's a gaurdian angel and toma is her charge. she was sent to earth to assist toma who has had a rough life. gradually, toma's character falls in love with her.
the title is an irony because angel's can't love. unlike humans, they don't have emotions so they cannot feel happiness,sadness,anger,love etc. so whatever he does, she cannot love him back.
