My old cat (who lived to be 18) was with me over a year after I adopted him when he was 3 months old (a feral rescue) before he would actively demand pets and cuddles. He would stay close, sit on the corner of my desk, etc. But he wanted to make damned sure I was his before he invested his heart in me.
Once he decides you're in the relationship for the long haul I guarantee you will get your snuggles.
I figured as much. And the best thing I can see to do is not to be offended by the fact that he often only wants to cuddle for a minute or two, since he clearly doesn't mind it, he just has other stuff he needs to be doing.
I agree with cattraine. Smooch is just trying to find his place in your household.
My Tiger (who was dumped here in the middle of a snowstorm) took quite a while to warm up also. He hovered on the fringes watching everything--the other cats, us, which chairs were occupied when, and so on. Once he got it all down, he began very cautiously to move in closer. As a young cat, Smooch doesn't want to rock the boat. give him time.
Isis took a full two years before she trusted me enough to snuggle her without losing skin, she loved the dog more than she did me. Now she talks to me endlessly, sleeps next to me in bed and follows me round the house.
Smooch is still getting feel for you, he'll come round, he just wants to know what sort of human you are :)
Oh man, one of my foster kitties is totally Smooch when it comes to snuggles. She follows us around the house, talks to us, hops up on her hind legs to head butt our fingers...
But snuggling? Ehhh... briefly, and only on my desk. She will flop out on my keyboard and accept many chin scritches and pets for maybe 5 minutes max, then she's done.
This is totally foreign to me as my elder kitties were snugglers. They would paste themselves to me the second I sat on the sofa and stay there for hours. The fosters have only been here for a little over a month though, so I have hope she will become more snuggly later.
In the meantime the younger male keeps me busy by getting into trouble constantly, then charming me back under his paw by snuggling my face off. XD

Oh, that's not AT ALL familiar. Nope nope nope.
Excuse me while I go punish the kitten with snuggles, and save myself time.
