Uhh... I can't think of anything specific in Naruto off the top of my head that would be especially traumatizing to a kid... I mean there is a lot of violence in it, but most things for boys are fairly violent, haha. There is the "Sexy no Jutsu" I suppose? XD
Naruto is aimed at kids, and I know 9 year olds that read it (or people that read it when they were 9).
However, Doraemon, Conan, and Inu Yasha are more popular with that age group.
Pretty Cure is *crazy* popular among elementary school girls. So is Chibi Maruko-chan. I'm not sure if they're available in English, though. (They probably are, by now).
I got my niece this thing and she likes it. It looks like it's out of stock at the moment. She also really likes this American manga about a girl and her ferret.
Googling "best manga for tween girls" turned up Full Moon, which is, per Wikipedia, about a girl with cancer who has been magically transformed into a healthy girl/pop star, but only temporarily. I don't even.
