Royal Ascot is coming up; the Queen's Representative has issued a press release stating that off the shoulder, halter neck, spaghetti straps and dresses with a strap of less than one inch and / or mini skirts are considered unsuitable for the Royal Enclosure.

Does one need to be wearing underwear when in The Presence? I suspect they have no rule on that because, in the end, they're civilized.
