What the heck is going on?!

I took some time to explore the city because I don't want to get lost, and the next thing I know, people are acting crazy, and bad things are happening, and... Argh.

Is this place always like this? Is there something in the water I need to know about?

I'm tempted to just stay in till everyone's normal again...
