Inmate/Warden: Inmate. Sure, he's spent the last year or so being good and helping the sisters and saving innocents, but Cole spent the century before that being the biggest baddest demon ever. He's killed, tortured, corrupted, he's just. He's done every bad thing conceivable and he knew full well what he was doing when he did it - hell, part of him enjoyed it. And now that Phoebe's just kicked him to the curb, he's gone straight back to being evil because he feels that's the only thing left to him.
History:
Cole Turner was born January 19th, 1885, to State Assemblyman Benjamin Coleridge Turner and hsi wife, Elizabeth. Things went nicely for the first three years until Elizabeth incinerated her husband with a fireball, grabbed Cole, and hied off to a demonic dimension to raise him. The next hundred years were spent making a name for himself in the Underworld, becoming famous as the "demonic soldier of fortune", Belthazor. Countless innocents, witches, warlocks, and even other demons died in the process of becoming one of the most powerful and feared demons of all time. At some point, he was handpicked by the Source of All Evil to join the Brotherhood of the Thorn - an elite group of upper-level demons who answered directly to the Source. With an athame as his weapon of choice, Belthazor was one of the top assassins of the Underworld.
The Triad, a council of three demons second only to the Source in power, had been sending demon after demon to try and eliminate the Charmed Ones. But these three sister witches had vanquished each and every one. After two years of failed attempts, the Triad finally tasked Belthazor with taking care of them and in return, he would receive his father's soul. He accepted the mission, of course, but when he proposed his plan of action, he shocked both the Triad and the Source. Instead of just roaring in, energy balls a-blazing, Belthazor would infiltrate the Halliwells' lives as a human, utilizing all the information his failed predecessors had managed to accumulate. Instead of going after all three, he reasoned, he only needed to kill one sister to break the witches' power; finishing the remaining two afterward would be child's play. Once he'd finally convinced his superiors to try this approach, they quickly placed Belthazor in the human world, even managing to get him a position as an assistant District Attorney for the city of San Francisco.
His first encounter with the witches was as part of an investigation involving a (demonic) attack on Darryl Morris, a mortal detective and ally of the Charmed Ones. Immediately setting his sights on Phoebe, Cole called all three of them as witnesses in the coming trial, where Piper Halliwell froze the room in order to vanquish a demonic judge. While the girls were distracted fending off the lower demons in the anterooms, Cole shimmered into the judge's chambers and killed the judge himself before shimmering back into place to avoid any suspicion. The next several months were spent slowly growing closer and closer to Phoebe, and ultimately dating her. During this time, Cole attempted several times to kill either Phoebe or all three witches together - even going so far as heading back in time to co-opt out their ancestor for evil - yet he could never seem to seal the deal. The Triad's patience began wearing thin with such little progress, but he kept pushing for more time; eventually the Triad began sending other demons to expedite the job, and Cole found himself actually protecting the witches from these others in order to prolong his assignment. Why? Because he had gone and fallen in love with Phoebe.
Finally, the Triad forced Belthazor to employ another demon to help him deal with the witches. Andras, a demon specializing in enraging his victims to the point of self-destruction, infected the Halliwells with anger, causing them to fight amongst themselves and temporarily dissolve the Power of Three. After the altercation, Phoebe went straight to Cole's apartment to cry on his shoulder. He was all set with an athame, and had the perfect opportunity to finish it - but he just couldn't do it. He sent Phoebe back to her sisters to mend fences, but not before Andras got an eyeful of what had happened. Claiming he was going to go straight to the Triad, Cole struck at him, giving Andras the opportunity to possess him and force him to attack the girls as Belthazor. The Halliwells managed to regain their magic just in time to fend Andras/Belthazor off long enough to separate the two, which is when Belthazor killed Andras for trying to use him. In the ensuing fight, Piper managed to slice off a chunk of Belthazor's stomach to make the potion for vanquishing him. Severely wounded, Cole was barely able to shimmer away before his dual identities were revealed.
But it was too late to hide anything from the Triad, who summoned Cole to be executed for treason; however, before they actually do anything, he managed to kill all three of them - effectively signing his own death warrant. He fled back to the (relative) safety of his apartment, but was already being tracked by demonic bounty hunters, eager to improve their own standing by taking down the legendary Belthazor. Phoebe went to see Cole and thank him for his advice, and found him looking like hell. She discreetly called for Leo, the sisters' whitelighter (a guardian angel for witches), to heal her boyfriend, despite the prohibitions against healing an "innocent". Of course, when Leo's good magic tried to knit up Cole's injury, the reaction was not pretty - lightning flashed, Leo was thrown across the room, and Cole was only half-healed. Leo immediately became suspicious, realizing Cole's injury was exactly where Belthazor had been stabbed.
Meanwhile, Prue and Piper were tentatively working with another demonic bounty hunter to vanquish Belthazor once and for all. They tracked Belthazor's trail back to Cole's apartment just as Leo was going to find them. The jig being up, Cole transformed into his demonic form, grabbed Phoebe, and shimmered out to a mausoleum. He confessed his feelings for her, but she didn't believe him until he saved her from the bounty hunter that showed up and attacked them both. Realizing her sisters wouldn't just let him go, they faked Cole's death and he shimmered away to lay low.
Cole stayed under the radar for a few months, only surfacing when Phoebe needed help saving her sisters from a dark priestess. But after a while, Phoebe became racked with guilt over her choice to deceive her sisters and decided that she and Cole were done. He, on the other hand, refused to give up on their relationship, and was determined to prove himself by being good and suppressing his demon half. The two reconciled after Cole (with some help from Prue) broke her psychic link with a Native American psychic caught in a time-loop on an alternate plane. (...Yeah. I know.) This marked a period where he grew closer, not only to Phoebe, but to her sisters and Leo as well as he joined in their fight against evil. It wasn't easy, balancing a relationship with a once-mortal enemy with evading scores of bounty hunters and trying to go against a hundred years of bad, but Cole tried his best.
One day after several months of mostly sticking to the straight and narrow, Cole learned that the Brotherhood of the Thorn was about to complete a merger that would allow them control over practically all the world's internet traffic (yes, evil had gone corporate). In order to stop them, he offered to go undercover and be their inside demon. Pretty much everyone else was against the plan, feeling that Cole wouldn't be strong enough to resist the temptation, but there was no other way. And ultimately, they were able to come out on top - but not before Raynor, the head of the Brotherhood, discovered Cole's double agent status and imprisoned him in the Underworld.
As one of his early mentors, Raynor didn't want to kill Belthazor, instead deciding to try and rekindle his demonic side. To do this, he ordered Belthazor to retrieve two protective amulets from two witches, holding Benjamin Turner's soul as collateral. Cole obtained the first amulet without harming the witch, only to have Raynor swoop in to finish her off after he'd shimmered out. The Charmed Ones were soon on the case, Phoebe having had a vision of what had happened to the first witch, and upon finding the body, the sisters began suspecting Cole, who hadn't returned after his infiltration. The girls managed to find the second witch and took her under their protection before Cole and Raynor found her. Sending another demon to distract the Charmed Ones, the two shimmered into the manor where the witch was being held, and Raynor attempted to goad Cole into channeling his desire to kill him towards killing the witch. Cole managed to stay strong and refused, even though he was dooming his father's soul to destruction. When he sensed he was about to lose Belthazor, Raynor cast a spell on him to temporarily compel his demonic nature to the surface and strip him of all human emotion - and it worked. Just as Piper, Prue, and Phoebe got to them, Cole had transformed into his demonic self and was standing over the body of the second witch. He and Raynor then shimmered away, leaving a crushed Phoebe behind.
Once back in the Underworld, Cole regained control of himself and killed Raynor, finally getting his father's soul back. He tried to go back to Phoebe to explain, but neither she nor her sisters would listen to him. He had killed a witch, and nothing Cole could say would change that fact - and that fact proved to them that he was incapable of being good. Phoebe rejected him, destroying the one reason he had for trying anymore, and so he returned to the Underworld, heartbroken and alone. But obviously the news that Belthazor was back on the "right" side didn't get around the bounty hunter circles. Doesn't matter how badass a demon you are, nobody can fend off a full dozen coming at you all at once - one stray fireball and poof! The Barge got itself a new Inmate.
Personality/Psychology:
When you first talk to Cole, he seems incredibly smooth, with a kinda dry/morbid sense of humor and a debonair kind of charm. But that's just the shiny veneer- the first thing you learn growing up with emotionless demons and warlocks? It's how to keep up a flawless poker face at all times. Inside, he's just so mixed up he doesn't know where to begin and so ignores it.
The key word here is "duality", because Cole just has no freaking clue how to deal with what he deems his human half - which for him is basically his conscience and any emotion not related to anger or lust. He's been shoving all that down into a little ball and locking it away for the past century, and he never learned how to live with those things. When Phoebe came along, that ball just burst out and practically drowned him. Usually that'd be the chance for healing and everything, but then the both of them just got caught up in the black and white view of good and evil, which led Cole to begin suppressing his demonic tendencies - his rage, his lust for pain and violence, all that stuff. Basically, he went from one extreme to the other, which is just so very unhealthy and made it very unsurprising that everything went to hell as spectacularly as it did. So now, thanks to Phoebe, he's back to suppressing his human stuff again, because it just hurts too damn much and he'd much rather go back to how it was before, thank you.
There's also his father's soul to mention. Now, Cole has no memory of his father, and his mother probably didn't share romantic anecdotes of how they met. So why would Cole keep doing everything he has just to keep his father's soul safe? Probably some genuine concern, knowing as he does what happens to souls in the Underworld, as well as curiosity about just why his mother bred with a human, and probably just. He sees a definite similarity between his father loving his mother and Phoebe loving him BUT OF COURSE THIS IS ALL WEAK HUMAN STUFF SO IT IS ALSO BEING REPRESSED HNGHHHHHHHH.
Path to Redemption:
"A house divided against itself cannot stand." Someone needs to sit this boy down and get it through his head that he can't just switch off whichever half of himself is inconvenient at the time. Cole needs to learn that while no, not everyone is literally half demon, everyone does have to choose between their baser devils and their better angels. That it's not about completely denying half of who you are, but about trying to integrate those halves so that you're a strong enough to accept you have those evil desires, but still do the right thing. He's also going to have to lose the illusion that everything is so damned black and white (like the show's writers liked to make it).
He's also going to need to deal with his breakup angst because Cole is an emotional wreck after Phoebe just totally shut him out. The one person he's actually come to let in and care about in over a hundred years and she just drops him without even listening? He's gonna have major trust issues, and he's going to need to be trusted even though he's going to screw up being good. Probably often. He's not used to embracing his human side at aaaaaaaall so. Yeah.

All right, what the hell's going on here? There isn't a plane existing that I can't shimmer out of, and I know damn well I got here easily enough. [crackling electricity can be heard for a moment before it fizzles out with a muffled thwump sound]

Third Person Sample:
He kept it with him at all times now. Not that there was anywhere else he actually could keep it. Souls never lasted long in the Underworld, or at least not in any state that could be considered "intact". They were the preferred currency among demons, the way powers were with warlocks - traded and spent and stolen like so much pocket change. Why? Well, it took time and skill to kill someone just so as to keep the thing free of any taint of pain or corruption. The better the person, the purer the soul, and the higher the value.
Sometimes Cole wondered if the cost of this one had been too high. The months undercover, then the months under covers, betraying his kind, then being betrayed by Ph- (don't even think her name)
Times like that, he'd simply take it out, cradling it in hands far used to flinging fire than handling something so fragile. And warm, which never ceased to amaze him. He often wondered if his father was still aware in there, if he knew what Cole had gone through to keep him safe. He had tried talking to it/him a few times, but between the incredibly foolish feeling of basically talking to himself and simply not knowing what to say at all, it hadn't really gone anywhere.
Besides, Cole couldn't find the words to explain why he hadn't released him up there already, where he belonged. After he came back from hiding to be with Phoe- (damn it stop that), he had imagined being able to hand it off to Leo and the whitelighter could have taken care of it. But now... They were the both of them stuck down here, with no way out. Like father, like son - in all the ways he didn't want to be.
