I don't know about the writers but I have read that they said that Bucky is 100% guilty over everything the Winter Soldier has done. Doesn't matter if he was brainwashed. And in the same breath, they said that people shouldn't be gunning for Wanda because she didn't have a choice, she's a victim. What.
