It's not how I would have done it. I can see that they might have wanted to buy something to make it up to you, but buying a gift for the girl--after not having bought on initially, and then coming back because she stole something, seems to attach no real consequences to the theft, other than having to apologize.
Several years back, Ben was with us in a store, and we'd asked him not to touch things. He didn't listen, and he broke the lid of a teapot. We told him that now he would have to buy it, and we would take the cost out of his allowance. We took it up to the counter and the salesgirl was willing to let it go, and not expect us to pay for it--"he's a kid, accidents happen" but we insisted that he buy it and pay for it out of his own funds. He learned to be careful in stores after that!
That mom needs her head examined. Embarrass her by bringing her back in to face the music and then buying her something a couple of minutes later? UGH... The least she could have done was wait to go to another store. :o I think your approach to the little girl was quite good. HUGS, Jon
