I personally don't think we should take away the right to bear arms. However, I do think there should be a licensing process not dissimilar to the right to drive cars. A mandatory safety class, written test and maybe even practical test would make me feel a lot better about people toting firearms, and would take care of some of the "crimes of passion" that one hears about.
I don't have a super strong opinion on gun laws either way. I lean towards thinking they should stay legal, but maybe with some amount of control, but there are many other political and freedom issues that I care more about.
My comment on it to a friend the other day was that the only kind of law they might enact to actually prevent this sort of thing in the future is to find some way to link up mental health records to the background checks required to purchase a gun, but that probably wasn't going to happen because it would be hard to implement and because whatever law they do pass about this right now will be an emotional reaction not based in fact or logic. And like you said, it will be poorly funded. It's too bad.
