Most students who do a year in France get their money to live the same way every student does : either from their parents, saving up from previous jobs, or student loans. Being in Paris makes those sorts of economic realities no different. It is possible to work in France while on a student visa, but you can only do so part-time, and the sorts of jobs that will be available to you range from "babysitting" to "teaching English", without much variation in between. :P
As for finding living arrangements, many will tell you that Craigslist is a good place to start, but as with all things Craigslist, be very, very mindful of scams. Never, ever send official documents or money ahead - if you're asked for either of those things before you arrive, you're definitely getting robbed. When i first arrived in Paris, i avoided Craigslist altogether and focused on the listings in Fusac instead - way more legitimate, IMHO

There are plenty of safe areas in Paris - the place you choose will depend on where your university is, places you get a feel for, and just what kind of things you want on your doorstep! Here's a site with a rough guide to the different quartiers: http://www.parisinfo.com/visite-paris/paris-quartier-par-quartier/
I've been living here for two and a half years, so if you have any questions about different areas or whatever, I may be able to help.
Are you doing the MA in Cultural Studies through Columbia? Or is it something else? 'Cause I was sort of interested in that...Also, awww, you'll get to study at Reid Hall. :) I miss that place! If you need recommendations for stuff in the area (ie, cheap eats and stuff), I can give you a few pointers, haha
