I'm pretty sure V&T are fine for Worlds, that V&M skipped Worlds last year specifically so they would be; they merely have to get the minimal scores at one of the two Senior C competitions they're attending in early March. At least, that's what everyone's been saying. Though R&T are in more danger; remember there are only two spots, probably to be decided at Europeans, and right now B&S are looking pretty likely for one of them. You've been reading different stuff than I have, because everywhere I've read is questioning whether V&T will be able to go to Worlds. You're probably right that the rules are on their side. Do they have to sit out Euros?
The Russian fed would be foolish not to send R&T to Worlds. Not to jinx them or anything, but they'd have to have an uncharacteristically bad performance at Euros, and the Russian fed would have to weigh that one bad performance against the fact that they've been outskating I&K all season. R&T's lowest GP score was higher than I&K's highest GP score, in addition to beating them at Nats.
They definitely have to sit out Euros; the rule as I've heard it is pairs and ice dancers have to sit out a year from the last international competition(singles skaters might have to wait longer), which for Volosozhar was the Olympics last February.
I actually just watched the Hollywood version of Sherlock Holmes this Friday - without any expectations or previous knowledge (aside from the stuff that everyone knows) about Sherlock Holmes - and I found the movie very entertaining (in an easy way) :)
