The hand only moves after the moogle's explanation is finished, as the man moves to examine the device. It becomes clear enough why no one could see anything on the Sky Phone's

Garland seems determined to make a class of his own. [Such a neutral tone he has. He's far too used to have to hide the spying and plotting having to do with warriors of Chaos.]

Well... he has this... woman doin' his bidding. Lufene, I think? She was partly responsible for when a lode of monsters fell from the moon and overan one of the continents.

... can't say for sure what else he's done, or plannin', though. Only been here a while.

She's too big for 'er boots, if yer ask me. [says the one who is perhaps one of the cockiest people to ever walk the face of any world ever.]
