Rinoa? No, nothing really. Just that there's this dragon outside of Dali that's preventing some people from going in an out. I wanted to check it out and take some people with me but the mayor won't allow it.

No, no, I don't want you guys killing it. It... won't move from it's spot and only attacks people that approach it. It has to be protecting something then. Or watching over something, it can't just be that we are in it's territory.

A lot of people won't leave Dali, so I doubt people are getting in very easily either. I don't know why the mayor won't cooperate.
