you need to see a doctor to get a referral for a podiatrist. Any doctor at a walk-in clinic will give you one.

And since the wait time might be long, try to think about whether the pain coincides with a specific pair of shoes (either new or getting deformed with use.) I know when I start having such pain it's often because of some shoes that don't fit as well as they should. (or used to.)

My boyfriend went to see a podiatrist and he did not have a referral. He called a clinique and had his appointment within 3 days. He just checked the yellow pages. We live in Saint-Jean, so giving you his name will probably not help, but I think making a few phone calls can't hurt.
