can anyone recommend a notary or commissioner of oaths who offers very cheap or pro bono services to sign a declaration of lost passport?
mile end, plateau and outremont area preferably.

Also, Commissioners of Oaths are not allowed to charge more than $5 for their services. If you find one that does, you should report them.

i had this exact same thing done at bureau d'accueil de l'arrondissement du plateau mont-royal - cost me 5$.

McGill Legal Information Clinic on MacTavish just above Sherbrooke offers free Commissioner of Oaths service, to non-students as well.
