What needs to happen is a collective kick in the pants of 3/4 of American parents. My dad complains all the time of parents who treat school as free government day care, and my mom complains about helicopter parents (I know, the irony) who get upset with her when their snowflakes try to stab people in class.
You want to know why Taiwanese students do well in school? Because the kids get drilled at home. Even my grandmother, who is completely illiterate, struck fear into her children about school. My uncles knew Grandma couldn't check their homework, but they would be due for all sorts of pain if word came back that they were goofing in school.
In short, it's a cultural problem, folks.

P.S. My parents aren't volunteering for more time either. And my mother discovered she can't trust her TAs to grade her papers either; there were some issues with "grade inflation." Bah.
