I TRY and keep out of the political side of things that should be fun because they tend to get messy.. but I'll voice my two cents.

Personally I think the 9 week rule should stick and there should be a special group of individuals who will be elected to deal with such situations on a case by case basis. If need be they can create a community and such to discuss what they need to. Obviously they won't be needed for every such situation that occurs, but for those rare ones like these.

The ruling could be majority or unanimous.. what have you. The ruling they make would be final in terms of the RPG.

It can even be kept in secret, so that people don't try and win influence and it becomes a "Friends" over the "right decision".
