And yet, California managed to come up with something even worse by introducing the "Jungle" primary: top two vote-getters from an open primary advance to the general election. This was sold as a mechanism to get more "moderates" into the legislature. (Instead, other states which have adopted it saw lower rates of turnover.)
It penalizes a political party for having too many candidates in the primary. Say a district leans 60/40 Democratic, but there are 4 D candidates and 2 R's. If they split evenly, the general election is between the two republicans, even though either of them would lose 60/40 after a normal primary.
"First past my ass" sounds either like a really good or really, REALLY bad method of running an election, depending on whose ass and what "past" means.
