why isn't there a bucket on the trophy's head?

That is because Noodle Soup would have an easier time removing it from every image in the Venture brothers episodes. Doc Hammer diligently makes certain it is in every episode numerous times. Noodle Soup is very good at finding them though. For a more complete explanation of this see the DVD commentary of Season One.
