If she initiates eye contact, does the target become immobilized UNTIL eye contact is broken? Is there a moment where the victim needs to regain their senses? Would especially powerful souls be reeling after being fed off of?

Yes, they won't be able to move until eye-contact is broken, regardless of who initiates it.
In Moro's case, breaking out of the illusion would probably be easy, seeing as she's a God and would have a very powerful soul. Once the person realizes it's an illusion and isn't real, they just need to overcome the fear of what they're seeing and they'll be able to close their eyes and break out of it.
And for that last part, it would have to depend on how long Cheyenne was feeding. For Moro, I think she'd have to keep up an illusion for a looong time to do any real damage... xD;

I'm gonna say to leave Mrs. Brisby alone, and... it's just not a good idea to try and feed on Moro (no matter how tasty that soul looks :|a), so I'm going to fill this out for Yellow instead.

Yes, they won't be able to move until eye-contact is broken, regardless of who initiates it.
