You already know that I share a lot of the same opinions on this. Though I will say this: Billie was amazing in this episode. If anyone had any doubts about her being a good actress, this performance should've shut them up.
I think part of the problem is that Rose's character was already firmly established, so they sidelined her a bit to introduce/develop Ten. Fair enough. I just wish Rose hadn't come off as such a damsel.
Then again, in the next episode, the bad guy is practically the only one not belittling Rose, so who knows?
You know? I think a lot of the situations they put Rose in were played for laughs, which isn't inherantly bad, but I'm not sure the writers actually examined how these situations might affect her. She surely has a lot of insecurities concerning her class and lack of education, and I can't imagine the first half of S2 helping with that. I don't blame any of that on the Doctor (with the possible exception of GitF). But I wonder if, somewhere deep down, Rose thought she had to be a dinner lady

You’re probably right. Unfortunately, I’m a completely Rose-centric fan. I think one of the reasons I ended up disliking Ten-at least till season three rolled around-is because he and Rose spent so much time apart. (Plus, there’s a part of me that thinks they shouldn’t’ve been trying to “introduce” Ten in the first place. The Doctor is the Doctor, and all that.)

Oh, I don't think Rose was any wilting flower in S2. She was very pro-active. She got the prisoners organized and freed in T&C, she was fine adventuring on her own in GitF, etc.
In my head, the “bridge” between that episode and “Rise of the Cybermen” was Mickey picking a fight with Rose, because he was mad at the Doctor for “abandoning” them, and he couldn’t understand why she wasn’t. And then she got mad, because he was acting like the Doctor was the only one who could’ve gotten them home in one piece.
I could see this. I don't think Rose was upset that he went through the mirror. It's Rose. She wouldn't have placed her life or safety above someone else's. But. I do think she was hurt over Reinette, and it bugs me that we never saw them go over whatever issues that episode brought to light.
