The way I sculpt fetlocks is to use apoxie scuplt (or greenstuff or any other sort of non-bake clay) and make little "snake" shapes that are pointed at the bottom, and at the top I blend them into the pony's leg.

Thank you, I will have to try it, I am sorta nervous about it since the G4 brushables are so small.

I've done this on G1 newborns, which are even smaller. :) It works at any size, you just have to use really teeny tiny clay pieces.
