The lamp comes in two versions: with brown glass (picture above) and gray glass (picture below); the gray glass is a little bit more transparent. You can only have one lamp version in your game as both versions share the same GUID.
Also, the lamp needs Mansion&Garden. I tried to make it basegame compatible for those who don't have that stuff pack

You're right, the base game lamps are the most illogical devices, there's even a table light that hasn't got a lighting source attached to it. Go figure! :D
I also wonder why almost all of the lamps that have bulbs don't illuminate that bulb but only the shade around it. But then, I'm only a hobbyist, not a professional computer designer. One can only do so much without proper knowledge. Anyway, I'll root for you to get your lamp working.
Edit: My half-baked theory on the shade enigma is that by separating the shades they can have different values in the TXMTs, so that when lighted the inside shade looks brighter than the outside shade. For example, if you compare the lit shade inside with that of the lit shade outside, you'll see that they have different glow colors, defined by the values in the stdMatDiffCoef and stdMatEmissiveCoef. What else there might be to it, I have absolutely no idea. :)
