Sure am gonna need one, yup. So here's the rundown.
Kasumi is, to put a long story short, an "artificially created" esper with abilities above average of even those of her final, perfected generation. However, this isn't your standard telepathy in which she hears thoughts and can talk to people in their heads and stuff like that. Instead, her abilities involve one of two things.
Reading: The ability to read the thoughts and feelings of another person as images and colors. Because the thoughts aren't read in any real human language, however, as they might if the person with ESP were hearing them, it's up to said esper to translate and interpret those thoughts as they see fit. However, it's not uncommon for certain memories or thoughts to make no sense to the person reading them if they don't have anything to use as an emotional basis for them -- as is often the case with Kasumi. She can't pick up the rationale that is behind thoughts, nor can she hear any coherent words behind them; the only thing she can get is the image.
It appears to be a discriminate ability by default, even though it can be reined back and extended freely; for the sake of the game, she may or may not be able to pick up stray thoughts from others if they're thinking especially vividly or feeling especially deeply, and can concentrate a reading on individuals of her choosing as well. However, she's from a point at which she has decided not to read the hearts of people without reason, and so will probably try to avoid focusing on reading someone when she could just as easily talk to them, particularly if it's something they don't want to share. But even so, she has been known to accidentally pick up images. At the same time, though, she doesn't have the power to go digging around for specific memories in her own right unless the target in question is actively recalling them.
Projection: The ability stated to go hand-in-hand with reading is the ability to project one's own visualized thoughts or memories onto someone else. By using it together with reading, it's possible to communicate, so to speak, with those who do not have the ability to use language, although for the reason stated above about it being up to each individual's interpretation, it's not necessarily foolproof. If the recipient isn't conscious of the attempted projection, it's indistinguishable from a stray thought of their own that disappears in an instant, and if no thoughts exist as receptors for the image, the projection will fail.
Range: Both abilities are stated to have a certain range. It's not really stated just what this range is for Kasumi in particular, but it's presumably very large, considering she's able to track the locations of others (by honing into their thoughts, in the same way some animals can smell things from far away) to distances as far away as the hill behind the base.
It's also stated individuals with ESP have far more mental strength than the average person; she's incredibly good at continuing to focus on an image after capturing it only once, and so it can be said her memory is quite like a steel trap. Once she sees something, she doesn't forget it. Also, it's worth noting Kasumi herself is perfectly capable of being mind-read in return, although she obviously cannot do readings on herself.
