An ex of mine used a cut-rate mover to move her to Ellicott City. He was following her along 95 when suddenly he took an exit. She was able to get off as well, and followed him around until he finally pulled over and she could ask him what the hell. He told her that he had become concerned as to whether she really had enough money to pay for the move, so he was going to hold onto the stuff until he was sure.
She convinced him that she had the money, and that she could give him some extra, and finally got him to get back on the road and follow her there. She was able to get her stuff without further incident, but only because she called some friends and the police, all of whom met her there.
Apparently fly-by-night moving operations do this sometimes -- hijack your stuff and add charges on you. Especially if you're helpless-seeming: female, moving from out-of-state, etc. She ended up testifying about it in state Supreme Court.
