No, actually, he isn't. He said something about 'Very Important Top Secret Ministry Business' and walked out with a nice bit of a bounce in his step. He looked rather odd though, with the leg and all, if you ask me. A bit like a Penguin, I think.

Anyway, I think it was just something about wanting you and George to help him create some sort of thing with this.. I don't even know how to explain it, to be honest, he was talking excitedly like a mad man.
