I always thought Petunia would have loved magic if she had been... Only after she had stewed in anger did she turn... and then marry that other guy. And who wouldn't like Sirius???

I think JKR almost shows this by the way she is written in later books. She is almost tolerant. Way more tolerant than Vernon anyway.
It was just bitter jealousy and sibling rivalry that caused all the hatred.
