[That voice... it's so familiar. However, Riza doesn't believe what she's hearing. But the fact that the voice mentioned 'Lieutenant' and Central clues her in. So does the mention of the name at the end.]

It's not easily explained, but I'll do my best, sir. This place is called Luceti, and the short explanation involves a group of people called the Malnosso. Their intentions seem to involve experimentation.
