So we go to a beer garden, it's fine, whatever. All the guys get ready to go to a bar on 4th. Cool, they never ID. Me and a couple underagers tag along. only to get shut down cuz we have no FUCKING ID. 2 Hours wasted. Fuckers.

How is that not what you meant? A LOT of bouncers don't always ask for ID and once you're in, no one will card you. Hell, if the bouncer is over 30 and you just hand them your drivers liscence or ID they'll let you in. They're bouncers for a REASON not exactly the smartest guys. If you're willing to give your card, you're probably legal....and some dives just don't give a fuck.
