Once he'd gotten the stallion calm enough to make their way out back, he'd only thought it fitting to let the horse have his head for a while (so long as the horse didn't decide to go challenge the willow tree. Glorfindel has some limits).
So yes, the reins are loosely knotted and tied, and the elf is only marginally paying attention to where the horse is going, and every step the horse takes causes the small silver bells to ring out merrily.
Glorfindel at first attributes the call to Puppy - that's his sort of attitude, but the voice is far too clear, the accent not that of Puppy's Earth.
Then he wonders if it is Legolas, as he sits up a bit straighter. But while Legolas is an impudent elfling, he has never quite crossed that line.
Then he sees the person who yelled at him - and that bright shock of hair.
The horse is suddenly under direction again, but this time galloping towards Aegnor, with one rather gleeful elf calling back. "Just because he is prettier than you is no reason to malign the beast!"

It makes him feel good to see a steed of such caliber around here. Must be an elf on his back.
He was just on his way to explore the tack room and see if he can borrow a horse for a ride around the lake.
