Wellard is really, really trying not to be amused. For one, he knows how he would have felt at Tyler's age, being caught in that situation. And, of course- this sort of thing happening isn't exactly safe.
However-
He muffles a cough, and heads over to the tree from the path.
"I've been trying to cut down on the number of books I have, so if you're able to make use of it, you may have it, if you wish." He shrugs, then sits back to eye the rest of the knots and rope.
"Look here. I think if we can get this one here-" Wellard motions to a complicated bit of rope on Tyler's chest- "Then the rest of it should all loosen up and you'll be free. So if you can just move this way, a bit..." He leans back in to start on the knot.
"And why wouldn't you want people to see you practicing?"
"...Ray told me about Blodwen. And there were a couple of other guys who came into bar looking at people like they were snack happy cracker platters." Tyler sighes, trying to look at Wellard. "And my friend Enzo? The guy who tried to kidnap him when he was younger and hurt his older sister is in the Bar now."
"I know about Blodwen. Rather well." Quietly. "And... I have heard of others here. Who's to say if they're the same people you've been warned about- there are certainly enough people in and out of Milliways that they don't even have to be the same."
Wellard takes a deep breath and sighs, then goes back to working on the knots.
"Sometimes it is hard to remember how dangerous this place can be."
"I won't argue that." A bit dryly- or that just could be due to Wellard clenching his jaw as he works on the last difficult part of the knot.
Of course, staying out of knots and cuffs in the first place is more desirable- but things don't always go how you'd like them to be.
"For Blodwen Rowlands, though. Be nice and polite. Do not accept a thing from her. And take your leave- again, with all due curtesy- as soon as you possibly can. That is, if you cannot avoid her in the first place."
"I could hardly leave you hanging now, could I?" Wellard's face is bland enough that the pun could be totally intentional, as he starts winding up the rope. "You're welcome, though." He glances back up.
"... It's not a bad idea to practice such things, for the reasons you've mentioned. But there are probably a few safer areas to practice, so you don't accidently hang yourself." Wellard bites his lip, thinking.
However-

"....because needing help getting untied is kind of embarassing. And I don't want any of the bad folk in Bar to know that I know how to escape knots."

Tyler's spent most of his short life living by those rules, and they're second nature now for the most part.
He has been spending a bit too much time around Peter Venkman and a Marine though.

He frowns at the last remaining snarl, then pulls one of the strands free. "And I think we've got it."
