He's in a corner booth, trying to stay out of sight for the moment. There's a pot of hot water, two cups, and a box of looseleaf tea, which have most of his attention.

"Hey." Jed's polite, if reserved, as he glances up at the stranger.

"Something I can do for you?"

"Jed Bartlet." He shakes the man's hand. "Sure, why not." He sounds slightly bemused. But it's hardly the first time he's met thirsty people here. At least this one wasn't hinting for free booze.
