From here, she can watch lots of things. Lots of people. (Some in particular.)

Hardly anyone looks up. People don't notice the substance of things.

"Hardly anyone," though, is not "no one." Especially around Milliways.

River rolls to her feet, and begins the careful walk along her rafter to the top of Kaylee's booth.

This has less to do with substance than the fact that he's had one too many things dropped on him from above, at home.
He waves. "Hi, there."
