Well, it's quite likely he sees Kira, who's given up dragging around her crafts project. It's gotten too big.

She sees him and waves! Then she frowns disapprovingly.

Seymour smiles and waves back!

Then he adjusts his glasses. Possibly she's frowning at someone else? He glances behind him to see who it might be.

Nope! Kira's glare of medium power has definitely locked on to the right target! And she's sailing up to explain her grief!

. . . yes, Seymour can stand his ground with confidence. Mr. Mushnik is scarier.
