How is it that Cissie knows right away that Bart is Bart, but can't see that it's Tim? I guess Tim is a lot prettier than I thought. Heh, heh. Still, it is insanely cute how Bart really got into dressing as a girl.

I think it's more because Tim was a bit understated in his dress, while Bart, being Bart, gave it away with his Bart-ness. XD
