I am thinking he was deployed for two tours probably the late half of the 90's 95-00.

IMHO, that would make Bosnia or Kosovo much more probable choices than Afghanistan for a deployment of your character, unless he was doing black ops or CIA work, then I guess it might be possible for him to be inserted in Afghanistan. If you want regular deployments... the first two options are probably the best ones.
